1985

While building Dayaoshan Tunnel and Jundushan tunnel, the Tunnel Engineering Bureau actively adapted to the market situation and partcipated in the market besides railway market. In April 1985, the bureau was granted the construction of Wutongshan Tunnel on Luosha highway in Shenzhen. The tunnel was the longest two-lane highway tunnel in China at the time and completed in 1987.

After 1990, the country increased investment in railway infrastructure , Tunnel Engineering Bureau took part in lots of key railway projects such as Houma-Yueshan Railway, Baoji-Chengdu Railway, Beijing-Kowloon Railway, Nanning-Kunming Railway, Shenchi-Huanghua Railway, Xinfengzhen-Ankang Railway, Neijiang-Yibin Railway, Zhuzhou-Liupanshui Railway, Shenmu-Yanan Railway, Meizhou-Kanshi Railway and so on. The long and large tunnel includes Yuntaishan I & II Tunnel, Wuzhishan Tunnel, Mihualing Tunnel, Sipujian Tunnel, Qinling extra-long Tunnel, Dazhulin Tunnel, Sizehe Tunnel, Songnan Tunnel, and other comprehensive projects.

1990

Fuxingmen Switchover Line of Beijing Subway Project, being carried out by the originated construction method of “Shallow-buried Tunneling Method” in China, was awarded the National Outstanding Design Gold Medal and the 2nd Class Prize for National Science and Technology Progress.

1986

In February 1989, the company undertook the construction of the foundation engineering project of Shanghai Subway Stadium Station. During the construction period, the Tunnel Engineering Bureau team was trained, entered new technical fields successfully, mastered new technologies and new techniques, and showed its level and strength in tunnel and underground engineering construction. This was a transitional period from planned economy to market economy.

1989

Milestone: Qinling Tunnel 

Xian-Ankang Railway began to construct on 18 December 1981 and was completed in October 2001. Qinling Tunnel is the first tunnel built by TBM technology in China, which marks the beginning of the TBM era of tunnel construction in China and makes China's tunnel construction technology in international advanced rank. The project has won the first prize of State Science and Technology Awards.

While accelerating railway construction, the Tunnel Engineering Bureau actively explores construction markets such as highways, subways, municipalities, hydropower, and mining. Highway projects represented by Huayingshan Tunnel which is the longest highway tunnel in China. Urban subway projects represented by Beijing Subway Tiananmen East Station and West Station, Guangzhou Metro Park Front Station. Municipal projects represented by Beijing Changan Street walkway , underground parking of National Development and Reform Commission. Water Resources and Hydropower projects represented by Hainan daguangba hydropower station, Xiaolangdi project of Yellow River.

In August 1999, Tunnel Engineering Bureau was renamed China Railway Tunnel Engineering Bureau, which was separated from the Ministry of Railway.
